Șeful Poliției Republicii Moldova, Viorel Cernăuțeanu a avut o ședință bilaterală în regim de videoconferință cu Secretarul General al INTERPOL, Jürgen Stock, în contextul informațiilor apărute în sursele media cu privire la schema de corupție ce ține de Notițele Roșii INTERPOL.
Oficialii au abordat circumstanțele relevate pe caz care vizează direct specificul activității atât a Inspectoratului General al Poliției al MAI, cât și Secretariatului General al INTERPOL, în ceea ce privește activitatea Biroului Național Central (BNC) INTERPOL Chișinău.
Ambii conducători și-au exprimat angajamentul de cooperare reciprocă și deschidere deplină în abordarea și monitorizarea activității BNC INTERPOL Chișinău, pentru neadmiterea potențialelor utilizări necorespunzătoare a sistemelor INTERPOL.
Prin urmare, conștientizând necesitatea întreprinderii măsurilor de rigoare imediate, șeful IGP a solicitat Jürgen Stock detașarea unui expert în Moldova, pentru evaluarea activității BNC INTERPOL Chișinău care este responsabil de utilizarea bazelor de date și instrumentelor INTERPOL la nivel național. Inițiativa a fost salutată de către Secretarul General, fiind demarate aranjamentele necesare pentru detașarea unui expert al Organizației în misiune de lucru în Moldova.
Un alt pas important imediat întreprins a fost inițierea unei anchete de serviciu în vederea elucidării orice acțiuni ilegale admise de către angajații Poliției din cadrul BNC INTERPOL Chișinău, manifestate prin presupusa implicare în scheme de corupție. Astfel, prin ordinul șefului IGP din 06.06.2024, toți angajații care erau vizați în procesul de urmărire penală au fost suspendați din funcție.
În pofida provocărilor survenite, Viorel Cernăuțeanu a asigurat că BNC INTERPOL Chișinău își continuă activitatea în regim obișnuit, asigurând schimbul de informații cu omologii din cele 196 țări membre ale INTERPOL, conform competenței funcționale.
Secretariatul General al INTERPOL și Inspectoratul General al Poliției din Moldova vor continua să-și intensifice eforturile pentru a sprijini deplin investigațiile în curs și pentru a identifica soluții eficiente de îmbunătățire a cooperării autorităților de aplicare a legii din Moldova cu INTERPOL.
(ENG) Bilateral Meeting of the Head of National Police of the Republic of Moldova with INTERPOL Secretary General
The Head of National Police of the Republic of Moldova, Viorel Cernăuțeanu held a video conference with INTERPOL Secretary General Jürgen Stock following the announcement of a suspected corruption scheme linked to INTERPOL Red Notices.
The two officials addressed the circumstances revealed in this case directly affecting the specific activity of both the General Inspectorate of Police of Ministry of Internal Affairs of Moldova and the General Secretariat of INTERPOL regarding the activities of National Central Bureau (NCB) Chisinau.
Both expressed their commitment to mutual cooperation and full openness in addressing and monitoring NCB Chisinau to avoid potential misuse of INTERPOL’s systems.
Therefore, being aware of the urgent need for taking immediate measures, the Head of Moldovan National Police requested Mr. Jürgen Stock to deploy an INTERPOL expert to Moldova, to conduct an assessment of the NCB Chisinau, which is responsible for the use of INTERPOL’s databases and systems at the national level for Moldova. The proposal was welcomed by the Secretary General, and the necessary arrangements were started for the deployment of an INTERPOL representative.
Another important step taken immediately was the initiation of a service inquiry by the General Inspectorate of Police of Moldova in order to elucidate all illegal actions admitted by the employees of Moldovan police officers within NCB Chisinau, manifested by their alleged involvement in corruption schemes. Thus, by the order of the Head of Police dated 06.06.2024, all employees of NCB Chisinau who were targeted in the criminal investigation process, including the head of the subdivision, have been suspended.
Despite the challenges that have arisen, Mr. Viorel Cernăuțeanu assured that NCB Chisinau continues its activity as usual and according to the normal working program, ensuring successfully the exchange of information via INTERPOL with counterparts from the 196 member countries in accordance with the functional competence held.
The INTERPOL General Secretariat and the General Inspectorate of Police of Moldova will continue to intensify their efforts to fully support the ongoing national investigations and to identify effective solutions to improve the cooperation of Moldovan law enforcement authorities with INTERPOL.
